NEW YORK Freeze! Put your hands in the air and step away from the burrito. Don't you think it's time you tried something new? How about dinner down Venezuela way from CARACAS AREPA BAR (91 East Seventh Street, 212-228-5062). The Pabellón Criollo - rice, black beans, braised beef and fired sweet plantains - is a good a one-plate meal as anyone is bringing up to your apartment, the restaurant's arepas are justifiably well regarded (if slightly less crispy after the bike ride from the kitchen), and desserts are uniformly excellent.
